Contact should be made directly to the Tribe operating the casino or to the individual Tribal Gaming Commission. (Tribes are under a sovereign nation status and have their own regulatory system.)

All application issues should be directed to the Department of Justice Bureau of Gambling Control.
Patrons who have a complaint or dispute for land-based or interactive gaming can file online, according to the Pennsylvania Gaming Control Board.
Under the Pennsylvania Race Horse Development and Gaming Act, the state’s Gaming Control Board investigates all potential non-criminal complaints and disputes alleged by patrons. Any criminal violations of the act alleged by a patron are referred to Pennsylvania State Police for investigation.
The board said to file a complaint or dispute involving interactive gaming, the patron must first file a complaint or dispute with the interactive gaming provider. A dispute or complaint must be filed within 30 calendar days of the incident by completing the appropriate electronic form. Patrons also can continue to file a complaint in person with a Gaming Control Board Casino Compliance representative at any state casino.

The Pennsylvania Gaming Control Board oversees all aspects of gambling legalized under 2004’s Race Horse Development and Gaming Act and the Gaming Expansion Act of 2017. In addition to slot machine and table games gambling at land-based casinos, the expansion includes online casino games available to date on three sites; sports wagering offered through sports books at nine locations and through four online outlets; and fantasy sports contests; as well as video gaming terminals at truck stops and online games at airports, both expected to be launched in the coming months.
The casino industry in Pennsylvania currently consists of 10 stand-alone and racetrack casinos, along with the two smaller resort casinos. These facilities collectively employ more than 16,000 workers and annually generate more than $1.3 billion in tax revenue from slot machine and table games play.
Construction of a 13th casino is currently underway along with a number of new “mini-casinos” expected to begin operation in the future.
